Our Spencer Clerk / Treasurer Linda Simmerman will be resigning from her position effective July 3, 2009 on a positive note.  She plans to reitre and spend more time with her family.

 

We gratefully appreciate the years of service Linda has given to the Town of Spencer in this capacity.  She had been appointed to the position in September 2000.  She was first elected in 2003 (unopposed) and then re-elected in 2007.

 

Pursuant IC 3-13-11, the following information served as legal notice for a caucus to be held by the Owen County Democrat Party.

 

Whereas the Chairman of this caucus is Anton Karl Neff.

Whereas the purpose of this caucus is to fill a vacancy in the office of the Town of Spencer Clerk / Treasurer due to the resignation of Linda Simmerman.

Whereas the caucus will be held on Monday, July 6th, at 5:30pm at the Owen County Democratic Party’s Headquarters located at 150 East Jefferson Street in Spencer, Indiana.

 

Pursuant IC 3-13-11-5, the following Precinct Committeepersons are considered eligible as members of this caucus:

 

Washington 1:             Pansy White

Washington 2:             Jo Ann Ligon

Washington 3:             Richard Lorenz

Washington 4:             Larry Newton

Washington 5:             Jack Simmerman

Position Information

 

Town of Spencer Clerk / Treasurer

Term is January 1, 2008 to December 31, 2011

Total Annual Salary = $35,068.51 w/ benefits

 

Some of the many responsibilities of the office include:  1)  Receive and care for all town money and pay the money out only on order of the town legislative body, 2) keep accounts showing when and from what sources the clerk-treasurer has received town money and when and to whom the clerk-treasurer has paid out town money, 3) prescribe payroll and account forms for all town offices, 4) prescribe the manner in which creditors, officers, and employees shall be paid, 5) manage the finances and accounts of the town and make investments of town money, 6) prepare for the legislative body the budget estimates of miscellaneous revenue, financial statements, and the proposed tax rate, 7) maintain custody of the town seal and the records of the legislative body, 8) issue all licenses authorized by statute and collect the fees fixed by ordinance, 9) serve as clerk of the legislative body by attending its meetings and recording its proceedings, and 10) administer oaths, take depositions, and take acknowledgment of instruments that are required by statute to be acknowledged, without charging a fee, among other duties.

 

Consideration for Appointment (Candidacy):

 

Pursuant IC 3-13-11-7, any person wishing to be considered as a candidate for this caucus needs to file a Declaration of Candidacy (Indiana CEB-5 Form) with the Chairman of the caucus, notarized, or stamped by the Clerk of the Owen Circuit Court, at least 72 hours before the time fixed for the caucus.  The deadline for this particular caucus is 5:30pm, Friday, July 3rd, 2009.  Declarations of Candidacy forms that are not in the Chairman’s hands by this deadline will not be accepted!  Allow adequate time for the US mail to be delivered by that date.  Nominations cannot be made during the caucus.

 

A candidate must be at least 18 years of age, a registered voter, and a resident of the Town of Spencer.  A CEB-5 form is attached in the event you know of someone who is interested in filing their candidacy. 

 

Proxies:

 

If a precinct committee chair does not attend the caucus, his/her vice-chair may vote as a proxy.

 

Vote Procedure:

 

Pursuant IC 3-13-11-10, votes are cast via secret ballot.  A candidate must receive a majority of votes cast in order to be selected for appointment.  If no candidate receives a majority in the first round of voting, the candidate that receives the lowest number of votes is eliminated from consideration and a new round of voting takes place.  This sequence continues until a candidate is selected.

 

Pursuant IC 3-13-11-8, the Chairman casts tie-breaking votes.

Owen County Democrats Announce Couty Fair Activities PDF Print E-mail

SPENCER, IN  -  An annual tradition continues with the Owen County Democratic Party having a booth at the Owen County Fair on the northwest corner of the commercial building.  Join us each evening of the fair July 5th through July 11th.  This year's drawing is for $300 to Babbs Grocery Store in Spencer as well as nightly drawings for a free dinner at The Hilltop Restaurant, Chambers, El Ranchero, and more.  Tickets are available for any Democratic official.  Democratic elected officials will be on-hand to address your issues and concerns.  Voter registration is available as well.  The Owen County Fair provides everyone an opportunity to see a lot of friends and neighbors and have fun.  If you would like to volunteer to staff our booth, register voters, park cars, and/or sign people up for our drawing, please contact our Fair Activities Committee Chair, Bob Siscoe at This e-mail address is being protected from spambots. Former Indianapolis Mayor Bart Peterson to Speak at Owen JJ Dinner PDF Print E-mail

SPENCER, INDIANA – The Owen County Democratic Party has announced the plans for their annual Jefferson-Jackson Day Dinner to be held Friday, April 17th. The featured speaker for the evening will be former Indianapolis Mayor, Bart Peterson.  There will also be opportunities to meet current Democratic elected officials.

 

The event will be held at the Spencer First Christian Church’s Christian Life Center, located one block southwest of the Courthouse Square, on South Montgomery Street.  Tickets will be sold in advance of the event and are $15.00 per person.  They are available from any Democratic party official or by calling 829-4254.  The evening will begin with a social time at 5:30pm and the dinner and program starting promptly at 6:30pm.  The dinner will be catered by Lois Bixler.  Door prizes will be given away upon conclusion of the evening.


Bart Peterson served two terms as Mayor of Indianapolis, the nation’s 12th largest city, from January 1, 2000 to December 31, 2007.  He also served as President of the National League of Cities in 2007.  He has been with Strategic Capital Partners, LLC since June 2008 as Managing Director of Strategic Partners Urban Fund, a new venture that will invest in underserved urban communities in cities across the country.

 

As Mayor, Peterson led a transformation of public education in Indianapolis by being the only mayor in America with the authority to create new schools by issuing charters won directly from the state legislature.  He managed 16 charter schools, and won Harvard University’s prestigious Innovations in American Government Award in 2006.   He also led the effort to create Fall Creek Place, the revival of a near-Northside neighborhood challenged by crime and blight by creating more than 400 new home ownership opportunities.  Under his leadership, Indianapolis experienced impressive job growth as Peterson was instrumental in the construction and development of major projects such as Lucas Oil Stadium, Simon Property Group World Headquarters, The New Indianapolis International Airport and Col. H. Weir Cook Terminal Building, and the future Indiana Convention Center expansion and JW Marriott Hotel.

Indianapolis’ public and private commitment to the arts flourished as Peterson increased public funding for the arts.  He also initiated countless cultural opportunities throughout the city.  Along with Indiana University and Purdue University, he also created BioCrossroads, a focused effort to push Indianapolis to the forefront as a life sciences capital.  Peterson was honored by the National Association of Clean Water Agencies and earned the City Government Leader of the Year Award for his efforts in cleaning up the Indianapolis waterways.

 

During spring of 2008, Peterson was a fellow with the Institute of Politics of Harvard University’s Kennedy School of Government.   Currently, he is a Distinguished Visiting Professor of Public Policy at Ball State University.

 

Before running for office, Peterson had a distinguished career in the private sector, as well as in public service.  Peterson and his family built The Precedent Companies, a group of real estate development and financial services companies, served as a member of Indiana Governor Evan Bayh’s leadership team, first as his aide for environmental affairs and later as chief of staff, and was an attorney with Ice Miller law firm.

 

Peterson is a graduate of Purdue University and the University of Michigan Law School.

He is married to Amy Minick Peterson, who runs her own marketing consulting business.  Together they have a 20-year-old daughter, Meg, a sophomore at the University of Michigan.

Owen County Democratic precinct officials met the morning of Saturday, March 7th and elected Anton Karl Neff as Chairman, Jo Ann Ligon as Vice-Chairwoman, Cynthia Hyde as Secretary, and David Gohn as Treasurer.  All will serve 4-year terms until March 2013.
